What do WCAG, EN 301 549, EAA, BFSG and BITV mean?

WCAG – Web Content Accessibility Guidelines

The WCAG are international guidelines for making websites, apps, and digital content accessible. They were developed by the World Wide Web Consortium (W3C) and form the basis for many legal requirements. The current version is WCAG 2.2. The guidelines are divided into three levels: A, AA, and AAA – with Level AA usually considered the standard.

EN 301 549 – European Standard for Digital Accessibility

EN 301 549 is a technical standard that outlines detailed accessibility requirements for information and communication technologies (ICT) – such as websites, software, mobile apps, documents, hardware, or digital services. It is based on the WCAG but extends them with requirements for other technologies. The standard is key for public procurement processes in the EU and is referenced in the context of the EAA and BFSG.


EAA – European Accessibility Act

The EAA is an EU directive that mandates accessibility for certain products and services across Europe – such as websites, e-books, ATMs, or online shops. The goal is to create a unified digital single market with accessible offerings.


BFSG – German Accessibility Strengthening Act

The BFSG is Germany’s national implementation of the EAA. It requires private businesses, starting from June 28, 2025, to make specific digital services accessible – especially websites, apps, and e-commerce platforms.


BITV – Ordinance on Accessible Information Technology

BITV applies to public sector bodies in Germany. It requires websites and mobile applications to be accessible – based on WCAG 2.1, Level AA. It also mandates an accessibility statement and feedback options for users.


Conclusion
