When do websites need to be accessible by?

Act now: Digital accessibility is mandatory

The European Accessibility Act (EAA) has been in force throughout the EU since 28 June 2025. Many companies are now legally required to make their websites, apps and digital content accessible. This marks the end of the preparatory phase – accessibility is no longer a recommendation, but a requirement.


Legal basis at a glance

Germany – federal level

  • The EU directive was implemented earlier:
    • July 2018 in the Disability Equality Act (BGG)
    • May 2019 in the Accessible Information Technology Ordinance (BITV 2.0)
  • Since then, federal public authorities have been required to:
    • Design websites, apps, intranets and extranets to be accessible
    • Prepare all integrated content such as PDFs, videos or forms accordingly


The European Accessibility Act (EAA)

With the EAA, many private companies are now also obliged to make their digital offerings accessible. This applies in particular to:

  • E-commerce and service platforms
  • Banks, mobility services, telecommunications
  • Software, hardware and self-service terminals

The aim is to make digital content accessible to everyone, especially people with disabilities.
